How does the 24/7 Cloud Scheduler handle the bi-annual time changes of daylight savings time?

The Cloud Scheduler is used by publishers around the world in various different time zones and countries which all handle daylight savings time differently (changing at different dates of the year, or not at all). Therefore the Cloud Scheduler needs to stay true to universal time clock (UTC) which does not change to or from daylight savings time. 

The Cloud Scheduler adapts automatically by disallowing to schedule one hour in spring when clocks are moved forward, and allows to schedule one additional hour in fall when clocks are moved backwards (this is because technically the hour of 2am on the DST date in spring does not exist while it exists twice in fall on the DST date in Fall.)
