I recognized highly increased bandwidth usage during a specific time frame and from a specific location. What could have caused it?

A strong increase in bandwidth usage from a specific location is often caused by one or multiple viewers in a specific location with unstable internet connection. If it is caused by multiple users in a specific city or region, then it can be an indicator for technical issues of a local Internet Service Provider (ISP) in that particular area. 

How unstable internet connections of viewers can increase bandwidth usage: 

One or multiple devices may keep disconnecting and reconnecting to the internet while watching streaming media content and pulls down the same content multiple times, which causes higher bandwidth usage. Is the content in HD or 4K the bandwidth progression needs to be taken into consideration as well and may contribute to an exponential increase in bandwidth usage during a specific time-frame or from a specific location. 

Such events are usually singular, but not entirely uncommon. The viewer may even be unaware of the situation, but usually such internet connection issues do not persist over multiple weeks or months.
